I believe President Roosevelt should be called a progressive because a person advocating or implementing social reform or new liberal ideas is considered a progressive. Some of the things Roosevelt did as a progressive reformer was taking on Wall Street and attempting to disband the huge monopoly they hold on the free market and economy. He took on JP Morgan, one of the richest and most influential people of their time, knowing very well that this would result in a hard fight. Roosevelt's reforms targeted radical unions because he hated the idea of an incoherent group of people trying to achieve a goal which can be achieved using peaceful methods. Along with these things Roosevelt had a genuine love and sense of respect towards nature which led him to build many national parks and give a lot of money to this progressive cause.
There are some reasons why I can see people might disagree on the fact that he was a progressive. For example Theodore Roosevelt loved to fight and sometimes he would take it too far resulting in many deaths which isn't really a progressive ideal. Along with this Roosevelt wanted to control the Reform because he
thought only people like him are qualified to make important decisions which is undemocratic because it is crucial to keep the american people in the loop and having them make decisions as well.
